Media summary: Frelix went on a drug and alcohol binge. His mistress called 911 and said that a stranger was smoking crack in her backyard. Just after midnight, Officer Johnson responded by vehicle. Frelix ran north. Officer Enriquez cut Frelix off by vehicle, then struck him with the vehicle as he and Officer Johnson tried to hem him in. The officers, assisted by Sergeant S. Dyer, Officer D. Nunez and bystander Anthony Broussard, tried and failed to revive Frelix.
