Two Arlington officers responded to the call. One of the officers tried to talk to the driver and told him him to stay where he was. The driver fled. The driver stopped briefly, at which point one of the officers told him he was under arrest and that he should shut off his vehicle. The driver again fled. The officers again pursued.
