Media summary: Officers Anthony Villavaso and David Ogozalek pulled over Gerald Arthur for running a stop sign. Arthur allegedly fled when Villavaso tried to handcuff him. As he ran away, Arthur struck Ogozalek with the handcuff, cutting his head. The family's lawsuit says the officers wrestled Arthur to the ground where Villavaso placed Arthur in a choke hold for several minutes while other officers kicked or struck him. City attorneys blame Arthur's death on "acute excited delirium."
